巫統元老東姑拉沙里日前建議,國陣各成員黨應開放黨籍給不同種族,大馬應立法甚至修憲禁止種族政黨參政。不久前好像也有一位民聯高層有類似的提議。
不是馬後砲,早在去年三零八大選後不久,我就跟一名朋友提過同樣的看法,我當時甚至還覺得不只種族性政黨,連宗教性政黨都應禁止。當時我本想寫一篇文章進一步闡述我這方面的理念,但因太懶而沒成事。
我之所以會認為大馬已不適合種族及宗教政黨存在(種族性政黨已完成其階段性任務,可功成身退),因為大馬有朝一日鐵定會成為馬來人及回教徒佔九成以上的國家,如果繼續允許種族及宗教政黨存在,非馬來人及非回教徒將會嚴重邊緣化。對馬來人及回教徒而言,種族及宗教性政黨無所謂,因為反正是與自己相同的種族及宗教政黨執政,不可能會侵害自己的權益。但對非馬來人及非回教徒來說,問題可能會很大。
我不否認,不管在任何階段,涉及回教在大馬都是敏感問題,所以禁止宗教政黨是99.99%行不通的,但禁止種族政黨是有機會的,前提是國陣(尤其是巫統)本身覺醒及「犧牲」。
但再細讀拉沙里的建議,他有一個伏筆:所有政黨黨員都需符合國家種族比例。這一點我是不同意的。
這建議乍看之下,好像對少數民族有利,但只要稍稍再細想,就知道拉沙里此建議絕對是對少數民族不利的,而且他之所以會想到這一點,我敢100%肯定,他的「靈感」就是民主行動黨,他不希望大馬出現像行動黨這樣的以多元種族為口號但實際上卻由華人主導的政黨。拉沙里此建議如獲採納,也就表示以後所有政黨都是馬來人領導(因為馬來人為主的政黨幾不可能會選出非馬來人當領袖)。
所以拉沙里的建議與我原先設想的建議,其最終達到的目的顯然是相反的。我提出禁止種族政黨存在,是為了保障少數民族權益,而拉沙里的建議是進一步強化了馬來人當家作主,其他民族屬配角的情況。
我還想提出的是,拉沙里這個建議(政黨黨員必須符合種族比例),是一個會導致國家政局陷於混亂的「餿主意」,且看我分析如下:
一來在實施上有難處,你要如何去確保一個黨的黨員種族比例?難道超過了1%就成為非法了嗎?不容易操作。而且容易淪為無聊的政黨惡鬥工具、法律與文字遊戲(我大膽推測,如果實施,肯定會淪為這樣,因為政客最喜歡玩這樣的遊戲,例如互相告對手不符規定,沒完沒了......)。而且,更嚴重的後遺症是,鐵定人頭黨員及幽靈黨員大行其道,因為大馬有這「悠久的傳統」,而這規定(黨員需符種族比例)恰好提供了一個很好的溫床。
二來,有些東西你根本不需用法律去規定,「市場規律」就會自動調節。以行動黨而言,如果他想壯大,就勢必要作出改變,才能吸引馬來人參與。否則他永遠就是華人政黨,等到有一天華人比例只剩個位數,他就自然沒地盤了。印度人更是如此。至於沙砂的各種土著,則「國情」(東西馬根本就是兩個國家)有別,另當別論。
所以,我的結論是:立法禁止種族政黨即可,不需過度限制,以法律去訂死一些規定,只會徒增困擾及爭端。

大馬的匪夷所思
在平的世界,人才的自由流動也是特徵之一。但在馬來西亞,卻是遠遠的落後於這全球大趨勢,甚至在狀況之外。因為在馬國別說外來人才,甚至本國人都因不能發揮所長而遠走他鄉。
世界上很多國家或地區,都以自由、開放的心態來吸納全球各地不同領域的人才,佼佼者肯定非美國莫屬。美國之所以能成為超級大國,外國人才的湧入並願意為之效勞是一個重要因素。就說亞洲吧,新加坡這一彈丸小島,儘管人口密度已經那麼高,但還是拚命的積極吸收全球的人才,「楚才晉用」,成為國家的重要資源,發展的重要動力。就算是中東阿拉伯世界的伊斯蘭國家:卡塔爾、阿聯酋的杜拜等,也以高薪吸引到全球人才「趨之若鶩」。香港也是一靠外來人才打造而成的典型例子。就連被視為封閉保守的台灣,近年也在這方面開放許多,允許在當地留學的僑生畢業後居台工作(手續及限制比以往放寬了許多)。但我很納悶的是,天然資源豐富、土地幅員遼闊、人口密度低、科技研發及管理實力皆不強的馬來西亞,不僅沒有吸引外國人才,甚至對於本國不同族裔公民的發揮才幹,都基於種族乃至宗教等因素(例如「馬來主權」),而有所限制。這簡直是匪夷所思!但另一「奇觀」則是,低技術的外勞(合法非法皆有)卻全馬遍地可尋,吉隆坡市中心老區,以往是華人區,現在已成外勞城,且因管理無方屢屢造成社會治安問題,而這些外勞又以與馬來人同種的印尼人居多,據說他們還可通過各種途徑很容易的申請成為馬來西亞永久居民甚至公民,反觀一些在當地住了幾十年的馬國華裔,都不能取得公民權,還是處於「無國籍」狀態。馬國本國的非土著公民因種族原因備受打壓和歧視,以致紛紛到外國工作,而馬國本國又引進一大群的低技術甚至無技術外勞,劣幣驅逐良幣的情況下,這國家的前途大家可想而知!天啊!這是一個什麼國家?

對馬來西亞人民聯盟的建議
對於人民聯盟的三黨(以及未來加入的政黨),如果要進一步獲得人民好感,我建議要加強「軟力量」,其中最有效可打動人心又不需花太多錢的,是在全國各地組織大批的義工,為有需要的人民服務,包括孤老病殘窮者。這些服務可以是實質性的幫助,也別忽略很重要的心靈的撫慰。希望民聯諸君在積極爭取變天的同時,也要兼顧可爭取人性的柔性攻勢。另外,也很重要的一點是:請一定要善待所有的媒體工作者,儘管您可能認為他們報導不公,但也請善待他們,一視同仁。

真正的Malaysia Boleh(馬來西亞,行!)
馬來西亞肯定是以馬來文為國語,馬來文化為主體。馬來人根本不需擔心這些所謂的尊嚴或權益受損。馬來西亞如能真正擺脫種族政治格局,所有不同種族的文化及宗教都能自由發展,有一天少數民族也能出任首相,這才是真正的馬來西亞及馬來西亞人的驕傲,才是真正的典範,才是Malaysia Boleh !

談513事件
談513事件
「513事件」是於1969年5月13日發生於馬來西亞半島的種族騷亂事件,估計造成數百人死亡,也是馬來西亞自一九五七年獨立以來發生的最嚴重動亂。此事件的導因是當時全國大選中,反對黨議席大增,在一些州成功執政,並否決執政聯盟在國會的三分之二議席優勢,以華人成員為主的反對黨在多個地方舉行勝利遊行,導致一些馬來人不滿,因而作出攻擊。政府實施緊急狀態,首相也下台換人。後來實施了在各方面以馬來人優先的「新經濟政策」,對馬國影響深遠。
但513事件對馬國人民更為重要的是一種在心理上的影響及沖擊,也成為一種禁忌(像早年台灣的二二八事件一樣)。對許多甚至大部份馬國人,尤其華人而言,513意味著一種恐懼感,甚至不可磨滅的印象,所以經常每到選舉時刻,執政黨就喜歡有意無意的拿513事件來進行一種對選民,尤其華人選民的恐嚇,恐嚇選民投反對黨可能就會再一次發生513事件。
其實,513真相至今尚未完全揭開,但根據較可靠的說法,應該是馬來人攻擊及殺害華人。執政黨人有意無意的喜歡在選舉時刻挑起這一課題,一再的操弄,是一種沒有品也不道德的惡劣做法,是赤裸裸的「奧步」。
幸好,今年的大選中,選民的表現終於成熟了,不再怕這種無理的恐嚇。但願馬國所有的政治人物有品、有格調及有水準一點,不要再拿這事件來做工具了。

回教國?
馬來西亞的華人對回教黨提倡的回教國及實施回教刑法感恐懼,我對此有些看法。純以事論事,華人是具悠久深厚文化歷史傳統,尤其對道德向來非常重視。反觀馬來人,文化歷史比較淺薄,坦白說,如果不是有回教這一宗教的束縛或規範,馬來人的道德將會是相當沉淪的。以此觀之,在馬來人社會實施回教法,其實是好事一樁,但絕對不能應用在非回教徒身上。

According to unofficial tally, the opposition has apparently denied the ruling Barisan Nasional its crucial two-thirds majority by winning up to 79 seats so far. To deny the government two-thirds majority, the opposition must win 75 seats. On the other hand, BN has won about 130 seats. There are still a dozen more seats to be decided.

When asked of the number of seats won by opposition parties at the point of tally, Abdul Rashid said, “Don’t know lah. It is not written here.”
Sothinathan loses Teluk Kemang - 2.15am
MIC deputy president S Sothinathan was defeated in the Teluk Kemang parliamentary seat by PKR’s Kamarul Baharain Abbas in a three-cornered fight which also involved an independent candidate.
MIC appears to be the biggest loser with almost all its top leaders axed, including president S Samy Vellu and deputy president G Palanivel. Also shown the exit was its MIC Youth chief SA Vigneswaran and Women’s wing chief P Komala Devi.

The state is still too close to call. However, the opposition claimed that it has won a simple majority in the state. According to PKR state chief Dr Lee Boon Chye, the opposition was victorious 30 out of 59 seats (DAP - 18, PKR - 6, PAS - 6).
But the state Election Commission appears to have suffered a computer glitch, which has delayed the announcement of the results.

The caretaker Perak menteri besar defeats PKR’s Lee Sing Long by a majority 4,645 to take the Pengkalan Hulu seat.
Meanwhile, DAP advisor Lim Kit Siang retains his parliamentary seat of Ipoh Timur by a massive 21,942 majority. In Kuala Kangsar, Wanita Umno chief Rafidah Aziz polls 10,735, defeating PAS’ Dr Khairuddin Abdul Malik who got 9,277 in Kuala Kangsar.

馬來西亞政治的迷思
馬來西亞的執政聯盟--國民陣線,很喜歡吹捧(不管是對內還是對外)自己的所謂「成就」,那就是所謂的「種族協商政治」,說什麼各民族「權力分享」云云。我不否認,五十幾年前這國家的人民及政治領袖一起爭取獨立時,當時採取的各民族協商分享權力的立願是好的,但數十年實踐的結果,尤其經過一九六九年「五一三」事件的洗禮與改造後,其實早已變質,不是那麼一回事了。現今的馬國華人和印度人,如果還沉緬在能夠在內閣裡有幾個部長職位,就認為那是「權力分享」,可就太天真了。這樣的「政權分享」頂多只能說是「權貴」們的分享,並沒有轉化成整個國家所有人民(包括馬來人)的分享。說難聽一點,是分贓還差不多!坦白說,如果這個國家的政府是真正能夠公平施政,不是按種族、膚色、宗教來分別,所有人都能夠公平享有一切權力,人民均富,就算內閣裡面一個華人都沒有,那又如何呢?又以馬來人的立場來說,如果一個政府真的能夠讓這個民族均富、充滿自信,就算首相不是馬來人,也不是回教徒,那又如何呢?所以,這根本不是問題所在。
再談到新經濟政策,坦白說,如果真的能夠讓大部份馬來人都富起來,(而不是像現在那樣,只造就了一些馬來人特權份子,大部份馬來人的經濟地位都沒有提升,很多甚至還在貧窮線上掙扎),對整個國家都有好處,華人還樂觀其成呢!
又談到馬來西亞領袖很喜歡提到,這是一個最現代化的回教國家。坦白說,如果不是因為有佔人口比例頗高的華人打拼,這國家會是現在這個樣子嗎?我很懷疑。

選舉往往是國家改變的契機。台灣國民黨的“台灣轉運”,和馬來西亞民主行動黨的“改國運,你決定”,這兩個口號都抓住了選舉政治迷人和偉大的地方。看看美國,為什麽民主黨人都那麽熱情參與總統初選?還不是因為受夠了小布什八年的統治,渴望改變?
不久前,陸克文領導澳洲工黨把執政的自由黨-國家黨聯盟趕下台,卸任總理霍華德連本身盤踞13屆的選區也不保。1997年,英國人熱情地把布萊爾送進唐寧街10號,不也正是因為厭倦了保守黨18年的統治?
選舉讓一個個小人物用和平手段創造歷史。在最基本的階段,他們決定政治人物的去留興衰;在最重要的階段,他們決定政權的延續或更替。而在兩者之間,他們決定國家政策的走向。以馬來西亞的政治現實而言,部分拜選舉制度和選舉舞弊所賜,邊緣選區換議員完全可能,國家換政府則幾無可能。這不只是本屆大選的特情,而是歷屆大選的通性。盡管如此,自1955年以降,每一屆大選都有歷史性的意義。......

馬來西亞政治到了該改變的時刻!
馬本西亞大選又到了,又是執政黨派糖果的時候了。有時候很為這個國家感到悲哀,為什麼人民那麼容易被騙,被收編。例如馬華公會整天強調的為華人「爭取」xx。大家不覺得這是問題嗎?如果那是人民該擁有的,是憲法及法律保障的,例如建華小,政府就應該主動去建,為什麼還需要去「爭取」呢?為什麼不是制度化的興建呢?為何馬來文學校不需要爭取就自動會興建呢?大家不覺得這是個問題嗎?可能都麻木了吧!還有就是,為什麼已經獨立五十幾年了,這個國家的主流民族--馬來人,還是對自己這麼沒有自信?這都是這個國家的大問題。為什麼這個國家不是少數民族受到保護,反而是人口佔六成以上,並且在可預見的未來佔人口比例只會越來越高,以及在政治等各方面具主宰性強勢地位的多數民族繼續受到不平等的扶助,這不是很荒謬嗎?一些數字足以佐證這國家政府的荒謬:從一九六八年至二○○○年,有四十八間華文小學被關閉,有一百四十四間淡米爾文小學被關閉,但有超過二千六百間馬來文小學興建;在政府預算中,高達百分之九十六點五是歸馬來學校,華校只有百分之二點五,印度文學校更只有百分之一。在SPM考試(中學教育文憑考試)中考取十二個A1的華人學生,竟不獲本國大學給予獎學金(馬來學生成績就算不如她也可獲獎學金),但鄰國新加坡大學卻能夠給予她獎學金,所以以她只好去了鄰國。坦白說,馬來西亞的華人從來不曾想過要以華文取代馬來文,從來都尊重馬來文作為國語的地位,為什麼馬來人還是這麼擔憂呢?另外就是,已經五十幾年了,大家居然還是覺得國會議員的職責是去看溝渠、巡視巴剎,政治意識一點都沒有提高。這是大馬所有從政人士的責任。
馬來西亞政治有一個先天性的徵結,那就是種族政治。只要一天不去除,永遠都會是問題。馬華公會署理總會長陳廣才揶揄民主行動黨只能是「萬年的反對黨」,因為他只求能夠否決國陣的三分之二多數議席,而沒有執政的願景,也沒有提出過一整套的治國方針。這就是這個國家走種族政治路線的悲哀。行動黨其實只求否決,不敢奢想執政,當然也是務實的做法。因為坦白說,一個已老樹盤根超過五十年的執政聯盟,所有行政資源及國家機器都掌握在他手上,加上實施許多只對本身有利的對其他在野黨不利的不公平措施,在野黨實難以撼動其地位。種族政治,加上宗教的糾纏,令這個國家的政治充滿著無奈。無可否認的,一九六九年的五一三種族暴動,的確是一大轉捩點,令到在野黨遭受不公平的對待。例如直到今天,執政黨都還在電視上播廣告,以近年多次的反政府維權示威片段為內容,刻意的醜化在野黨(突出安華、回教黨領袖、林吉祥等為焦點),務求給人民洗腦,把他們視為「破壞份子」,使到人們害怕選上他們社會就會動蕩。拜託!都已經二十一世紀了,還在用這種落後的「奧步」。陳廣才譏諷行動黨,其實只是五十步笑百步,坦白說,馬華如果不是窩在國陣,他以一黨之力有實力執政嗎?不要開玩笑了,好嗎?
種族政治,坦白說,對馬來人而言根本是無所謂的事,因為在這個國家,由於馬來人出生率一直高於其他民族,所以馬來人比例只會越來越高,種族政治對他們只有好處不會有壞處(巫統單獨一黨就能執政了,到時什麼馬華、印度人國大黨,誰睬你啊!?)。反而對華人及其他少數民族,種族政治可以說是致命傷。對於像民主行動黨這個向來以華人課題為主軸議題的在野黨來說,我想奉勸一句:趕快轉型吧!如果還只是樂於作為一個「華基」(即以華人為基礎)的政黨,泡沫化是遲早的事。民主行動黨雖然向來標榜建設「馬來西亞人的馬來西亞」,但囿於現實,幾十年來他只能在華人圈子內打滾,不能說不悲哀(不僅是這政黨的悲哀,更是全體馬來西亞人的悲哀)。但隨著華人比例直線下降,未來的華人選區會越來越少,單靠華人選票的話,我真的很擔憂民主行動黨的出路在哪裡?走種族路線應該只是所有馬來西亞政黨(尤其民主行動黨)的階段性任務,我認為已經是時候告一段落,改變這一現象了。
很悲哀的是,馬來西亞曾經出現過足以撼動執政黨地位的在野黨,例如民政黨在一九六九年以反對黨身份贏得檳城政權,同年人民進步黨只差兩席就可贏得霹靂州政權,沙巴團結黨多次贏得沙巴州政權等,但可惜的是沒多久就被國陣收編。就算是回教黨,也曾經是國陣一員。這國家的在野黨,怎麼這麼沒有志氣。
我認為,由於不走種族路線,又不以意識形態掛帥,且有一定的實力,安華為領袖的公正黨是大馬五十幾年來第一個也是至今唯一一個在客觀上有能力輪替執政的政黨(當然也要與其他政黨結盟)。政黨輪替一點都不可怕,只要成為常態大家就會習以為常了,沒什麼大不了的。一旦這一天實現,大馬走種族政治的格局就有機會被改變。安華說的只要能夠否決國陣三分之二多數議席,就會動搖其根基,也有道理。所以,大馬人民,大家應該要改變心態了。我還希望在野黨能夠組成影子內閣,對執政黨作出更有力的監督,而且真的要提出治國方針,這樣人民就會更有信心。
