大馬選舉可設政黨票
大馬選舉向來最引人詬病的是選區劃分不公平，有利執政黨，無法做到票票等值。選民傾向支持在野黨的城市選區（許多以華裔為主），往往每區選民高達七、八萬乃至十萬人以上，而較支持執政黨的鄉區，每區人數較少，有些甚至只有兩萬人或以下，相差可達數倍。例如在鄉區選民較多的國陣「票倉」砂勞越州，總選民一百零八萬人，國會選區多達三十一個，平均每區選民人數約三萬五千人，而在城市選民為主的雪蘭莪州，總選民多達二百零四萬，國會選區卻只有二十二個，即平均每區高達九萬三千人。這充分解釋為何在野陣營民聯的總得票(51.4%)比執政的國陣(48.6%)高，但總議席卻少得多（民聯89席，國陣133席）。
我建議，要盡量做到票票等值，除了選區劃分要盡可能公平外，也可考慮增加「政黨票」，即每次選舉各政黨按得票率可得相應的「不分區議員」席次，例如可否每5%得票率（佔全國／全州）即可獲一席。而「不分區議員」與選區議員的地位、權力都是相等的。（蕭偉基）
